Vom 18. bis 20.11.2016 versammelt sich im Architekturzentrum Wien die internationale ArchitektInnenschaft zu einem großen Wissensaustausch über das Damals, das Heute und das Morgen der Architektur. Wichtige WegbegleiterInnen der architektonischen Sozialisierung Dietmar Steiners diskutieren anlässlich seines Abschiedes die Rolle der Architekturgeschichte nach 1950 bis heute.
Der Eröffnungsabend spannt die thematische Bandbreite des Kongresses auf. Einem Rückblick auf die Architekturgeschichte nach 1950 mit dem Fokus auf die Krise als permanent antreibende Kraft für den Architekturdiskurs steht ein Ausblick darauf gegenüber, was Architektur in Zukunft zu leisten vermag und wie sich die Rolle eines Architekturmuseums in diesem Zusammenhang definiert.
Die Panels der darauffolgenden Tage sind nach Dekaden strukturiert und diskutieren entlang der in der Ausstellung "Am Ende: Architektur. Zeitreisen 1959 - 2019" präsentierten historischen Referenzthemen die Einflüsse der Vergangenheit auf die Gegenwart und Zukunft der Architektur, die daraus entstehenden Konflikte und Missverständnisse.

Madrid Leaders’ Summit: Bringing the building sector together to deliver a renovation revolution
On 20-21 September, six ACE delegates took part in the Madrid Leaders’ Summit, hosted by the Colegio Oficial de Arquitectos de Madrid (COAM). The event was organised in the framework of the BUILD UPON project and gathered 170 experts from central and local governments, construction companies, financing institutions, research institutes and non-profit associations. In August, the ACE submitted to DG GROW a commentary on the public consultation on the Regulation of Professions and Member States' National Action Plans (NAPs). This consultation was part of the mutual evaluation exercise arising from Article 59 of the new Professional Qualification Directive (PQD). High-Level Round-Table on Energy Efficiency, Brussels, 22 June 2016
On 22 June 2016, the Directorate-General for Energy organised a High Level Round-Table to discuss with stakeholders energy efficiency issues and the transition towards a low-carbon economy , focusing mainly on the building sector. The discussion was opened by Mr Canete, Commissioner for Climate Action and Energy – he recalled that by the end of 2016 the Commission will propose an Energy Efficiency Package, which will make the EU regulatory framework coherent with the 2030 objectives. The EU Commission proposes the signature and conclusion of the EU-Canada trade deal
On 5 July, the EU Commission formally proposed to the Council of the EU the signature and conclusion of the free trade agreement between the EU and Canada, known as the Comprehensive Economic and Trade Agreement (CETA). By cutting almost all customs duties, this Agreement is expected to boost trade in services between the EU and Canada. Read more
Energy Union and Climate Action: Driving Europe’s transition to a low-carbon economy
In 2014, the EU agreed to collectively reduce greenhouse gas emissions by at least 40% compared to 1990 levels across all sectors of the economy by 2030. On 20 July, the EU Commission presented a package of measures to accelerate the transition to low-carbon emissions in all sectors of the economy. They include binding annual greenhouse gas emissions targets for Member States from 2021-2030 for the transport, buildings, agriculture, waste, land-use and forestry sectors. Read more

Successful speed date with Norwegian architect offices and international press
17 ambitious architect offices met with 20 international journalists during the Oslo Architecture Triennale in September. The Association of Consulting Architects in Norway organised the speed date and invited the members to join in. The Triennale invited the journalists in cooperation with the Ministry of Foreign affairs. Read more
Luxembourg: Training courses for architects and consulting engineers
On 19 September 2016, 350 architects and consulting engineers were invited by the Order of Architects and Consulting Engineers of Luxembourg (OAI) and the House of Training to receive from Francine Closener, Secretary of State for Economy, their participation certificates for the 2015-2016 edition of the OAI professions training cycle. This cycle is organised around five themes: History of architecture in Luxembourg; Health and wellbeing; Office and project management; Sustainable construction and energy issues; Construction materials. Since 2003, nearly 3,500 people have been trained. The 2016-2017 training program is already available and registration are open.
France: 1st National Days of Architecture
The Minister of Culture and Communication, Audrey Azoulay, announced the launch of the first National Days of Architecture, designed to "gradually enter the landscape of cultural events arranged by the Ministry of Culture, like the Music Day, the European Heritage Days or the European Night of Museums". Spain: ‘Alternativas / Alternatives’ exhibition
‘Alternativas / Alternatives’ exhibition was opened at the Palace of Carlos V in La Alhambra (Granada) on 19 July 2016. The exhibition shows the selection of the best works of the 13th Spanish Architecture and Urbanism Biennial (BEAU) in the following categories: architectural works and interventions; research and dissemination and students’ end-of-course projects. Re-election of the BAK´s president Barbara Ettinger-Brinckmann and vice presidents
On 17 September the General Assembly of the Federal Chamber of German Architects (BAK) has re-elected Barbara Ettinger-Brinckmann as BAK president for another four years term. Equally, BAK vice president Prof. Ralf Niebergall, head of the Architects´ Delegation Germany, was confirmed in his position, as well as Joachim Brenncke and Martin Müller.
At the moment the ACE is involved in five EU funded research projects. All projects relate to the building sector and address issues related to sustainability, energy efficiency, renovation, innovative materials and technologies. Through these ACE seeks to promote the architects’ role in building sustainably and energy retrofitting:

Die rasante Entwicklung der letzten Jahrzehnte innerhalb einer globalisierten Welt mit sich ständig erneuernden technischen und digitalen Möglichkeiten hat die Architektur als künstlerisches und gesellschaftliches Phänomen in eine Krise gestürzt. Global agierende Großbüros, StararchitektInnen, Industrie 4.0, eine Normenflut und die rechtliche wie wirtschaftliche Schwächung des Berufsstandes verändern die Rolle der Architektur zunehmend. Inmitten der Krisendiskurse, die das Architekturgeschehen zu lähmen schienen, machten sich neue, anfänglich kaum sichtbare Strömungen bemerkbar sozial engagiert, historisch bewusst oder regional verankert , die der Disziplin wieder Leben einhauchten und der vermeintlichen Stagnation entgegenwirkten. Anfangs als Nischen- oder Modeerscheinungen belächelt, haben VertreterInnen dieser Strömungen längst die theoretische Debatte übernommen.
Ausgehend von der Auflösung der CIAM, die 1959 das „Scheitern“ der Moderne einläutete, wodurch die Architektur in eine profunde Krise stürzte, mäandert die Ausstellung durch die letzten 60 Jahre Architekturgeschichte und macht dort Halt, wo Az W Gründungsdirektor Dietmar Steiner seine persönliche architektonische Sozialisation durchlebt hat: Über Stationen wie Funktionalismuskritik, Sanfte Stadterneuerung, New Urbanism, Revision der Moderne, Signature Architecture, Bottom-Up-Bewegung und Global Business reisen wir ins Jahr 2019, in dem der Kultfilm „Blade Runner“ eine grandios-düstere Kulisse des Los Angeles der Zukunft zeichnet. Den architekturhistorischen Stationen, die über die Person Dietmar Steiners das in Österreich reflektierte Architekturweltgeschehen widerspiegeln, stellen die Kuratorinnen gegenwärtige Positionen gegenüber, die sich mit ökologischen, sozialen, legislativen, kontextuellen und theoretischen Aspekten der Architektur auseinandersetzen und mit ihrer Bandbreite und Innovationskraft aufzeigen, dass die Architektur noch lange nicht am Ende ist. So wie das Scheitern der Moderne in den Nachkriegsjahren den Aufbruch der Architektur in neue Richtungen stimulierte, suchen auch die derzeitigen AkteurInnen eine Krise zu bewältigen und beziehen sich dabei oft bewusst wie unbewusst auf historische Referenzen. Der Dialog der beiden Ausstellungsebenen soll zeigen, dass jedem „Ende“ ein kritischer Neuanfang innewohnt.

Ein Gespinst geht um in Europa – ein Gespinst, das in Form von gepressten Schaumplatten auf unsere Hauswände geklebt wird. Alle Mächte Europas haben sich in einer heiligen Hetzjagd so scheint es für das Dämmen unserer Häuser verbündet. Haben wir mit dem Dämmen von Gebäuden den Stein der Weisen auf dem Weg zum Energiesparen entdeckt oder sind wir vielleicht doch eher einem furchtbaren Irrtum aufgesessen?
Aufbauend auf zwanzig Jahren praktischer Erfahrung mit dem Bauen werden durch den Autor einem praktizierenden Architekten und Architekturtheoretiker - in diesem Buch Argumente vorgebracht, die zwingend nahe legen, mit dem Dämmen von Gebäuden wieder Schluss zu machen, und zwar besser heute als morgen. Durch das Aufkleben von thermoplastischen, auf Erdöl basierenden Kunststoffplatten sparen wir nämlich nach Ansicht des Autors keine Energie, sondern wir zerstören damit in Wirklichkeit nur unsere Häuser und unsere Umwelt.

A BETA 2016 egy – részben az építészeti illetékből finanszírozott – kulturális projekt, amely Temesvár Polgármesteri Hivatalának és Helyi Tanácsának támogatásával és a Nemzeti Kulturális Alap Igazgatóságának társfinanszírozásával valósult meg. A projekt, annak tartalma és a projekt eredményeinek felhasználási módja kizárólag a szervezők véleményét tükrözi.
A verseny és kiállítás a biennálé központi eseményeként a minőségi építészetet támogatja és hozza előtérbe, annak minden formájában és megnyilvánulásában, lehetőséget biztosítva a szakmán belüli eszmecserére, illetve a szakma és azon szocio-kulturális közeg közötti kommunikációra is, amelyben az előbbi tevékenykedik.
A június 21. és november 26. között lezajló versenyre olyan pályaművek nevezhetők be, amelyek a DKMT eurorégióban valósultak meg vagy amelyek szerzőinek állandó lakhelye a DKMT eurorégióban van (az 1. -13. Kategóriákba való benevezés esetén) valamint olyan pályaművek, melyek szerzői állandó lakhellyel rendelkeznek bárhol Romániában, Magyarországon vagy Szerbiában (a 14. -16. Kategóriákba való benevezés esetén).

ACE expresses grave concerns following the arrests at the Istanbul Chamber of Architects
On Tuesday 31 May, police arrested 15 people in the building of the Istanbul Chamber of Architects, including the President of the Chamber of Architects of Turkey (CAT) and Board Members and employees of the CAT Istanbul Branch. The Architects’ Council of Europe (ACE) expresses grave concerns at this event.
Local media reported that, on Tuesday 31 May, CAT executives were detained for having resisted the eviction of the office of the CAT Istanbul Branch, located in Yıldız Palace. The eviction resulted in the detainment of 15 people, including CAT President Eyup Muhcu and Mücella Yapici, Secretary of the CAT Environmental and Social Impact Committee, both prominent figures in the Gezi movement, as well as several Members of the Executive Board and employees of the CAT Istanbul Branch.
While reluctant to comment on domestic affairs, ACE is deeply concerned at what appears to be an overreaction to what began as a peaceful opposition to government’s urban policies. Architects’ chambers play an important role in the defence of heritage and quality in the public interest and as such we feel that professional solidarity is an essential expression of this role.
“This unprecedented act of intimidation against the architectural profession in Turkey is surely disproportionate and certainly unacceptable in a country that aspires to join the European Union”, said Luciano Lazzari, ACE President.
Policy statements in support of the ACE Manifesto available
Since 2008, the construction sector has been severely impacted by the economic crisis. Strong and targeted actions at EU level are necessary to create a coherent legislative framework, which will accelerate and consolidate the recovery of the sector, while ensuring safety and quality in the built environment. With over half a million practising architects in Europe, the architectural sector plays a key role in the construction sector. Moreover, good architecture is essential to the well-being of European citizens and is vital in guaranteeing their safety, as well as a sustainable future for our society.
In early 2014, the Architects’ Council of Europe (ACE) launched a Manifesto for the European Parliament elections, calling on candidates to commit to promoting responsible architecture, advancing highest professional standards and optimising professional mobility. ACE Member Organisations express support to Germany for maintaining the HOAI
While the German Federal State has informed the EU Commission that it will not repeal the fee-scale system for architects and engineers (‘HOAI’), the Architects’ Council of Europe (ACE) expresses its support to Germany for seeking to maintain the HOAI. During the last ACE General Assembly (22-23 April), ACE Member Organisations discussed architects’ fee-scales from a European perspective and broadly supported the German HOAI, considered as a tool that serves the interest of clients and contracting and public authorities, as well as being a driver of quality in the built environment.

ACE would like to invite European Architects to provide photographs of projects that have received a national architectural award, or images of the best architectural projects in their respective countries. These photos will be used by ACE to illustrate its communications and publications (ACE Info, leaflets, reports, etc.) and possibly to create an on-line exhibition of the best European architectural practices.
For each set of images you send, we kindly invite you to complete the copyright release form, in order to allow ACE to use these images freely. Images must be sent in JPEG format, in the best quality possible. As such files might be heavy, we recommend using WeTransfer (https://www.wetransfer.com) for sending your files – this website allows you to send up to 2 GB for free.

Memorandum of Understanding (MoU) with the South African Council for the Architectural Profession (SACAP) and the International Council of The Portuguese Speaking Architects (CIALP)
On the occasion of the ACE General Assembly, ACE signed two important Memoranda of Understanding with the South African Council for the Architectural Profession (SACAP) and the International Council of The Portuguese Speaking Architects (CIALP)
SACAP, established on 1 March 1971, is responsible for controlling of standards of education at tertiary institutions for the purposes of professional registration by means of visiting boards, the administration of a Code of Conduct in the public interest, and protection of the public interest by identifying the type of architectural work each category of registered person is capable and competent to perform. SACAP's mission is to transform, promote and regulate the architectural profession through collaborative engagement in the pursuit of excellence.
CIALP is an international membership organisation for professional bodies representing architects from Portuguese Speaking countries, territories and regions. Officially formed in 1990 it has been working for more than 20 years to strengthen institutional relations and architectural knowledge between its members. Currently CIALP has 9 members.
ACE President Luciano Lazzari commented :
The signing of the MoUs with SACAP and CIALP marks an important milestone on the road to international collaboration of our profession, bringing new impetus to our common cause of enhancing the value of architecture, for the betterment of all. It is particularly significant because it brings a new and thoughtful alliance between architects of two continents, based on a future that is both challenging and promising.
ACE joins the Global Alliance for Buildings and Construction
In April, ACE joined the Global Alliance for Buildings and Construction (Global ABC). Global ABC, which was launched in Paris during the COP21, is a worldwide alliance among stakeholders in the building sector with the aim of: 1) Helping buildings and the construction sector to contribute to the objective of a global warming limited to below 2 °C; 2) Aligning existing initiatives, partnerships, commitments and programmes to achieve greater scale; 3) Catalysing stronger collaboration and targeting sectoral and cross-sectoral climate actions and solutions. The Alliance is supervised by the United Nations Environment Programme (UNEP), with the support of the French Ministry of Environment.
In the Common Statement, signed on behalf of ACE, ACE President Luciano Lazzari says: “ACE strongly believes that a responsible Architecture can bring solutions to challenges posed by climate change. Architects, across their different fields of intervention (building design, renovation, urban planning, etc.) and throughout the life cycle of buildings, with user involvement, can contribute to reducing energy and resource consumption in buildings as well as adapting the built environment to climate change effects. We are convinced that innovative solutions can only emerge if all stakeholders of the construction sector share knowledge and act together, through platforms like the Global ABC”.

im Museum Schloss Bruck in Lienz
Die im Museum Schloss Bruck der Stadt Lienz gezeigte Ausstellung "Architekt Raimund Abraham. Back Home" ist eine Kooperation mit dem Architekturzentrum Wien. „BACK HOME“ zeigt neben Bauten, die der Architekt für seine Heimat Tirol errichtete und plante, auch Entwürfe zu seinen berühmten idealtypischen Häusern und heute weltweit bekannten Gebäuden wie dem Österreichischen Kulturforum in New York. Das Thema der Stiege als archetypisches Element in Abrahams Architektur zieht sich dabei als roter Faden durch die Ausstellung, gleichzeitig wird der Kreis zwischen den modellhaften Entwürfen aus den 1970er-Jahren bis zu dem erst posthum fertiggestellten „Haus für Musiker“ - dem sogenannten Abraham Haus - geschlossen.
Markus Oberndorfers fotografische Intervention zum Werk Raimund Abrahams leitet als zusätzlicher Erzählstrang durch die Ausstellung und spannt den künstlerischen Bogen von den vielfach Papier gebliebenen Projekten des Lienzer Architekten in das Hier und Jetzt der Gegenwart.
Im Rahmen der Ausstellung findet die österreichische Erstaufführung des sechsstündigen Films „Scenes from the Life of Raimund Abraham“ statt, der vom New Yorker Avantgarde-Filmer Jonas Mekas gedreht wurde. Back Home" ist eine Kooperation mit dem Architekturzentrum Wien. „BACK HOME“ zeigt neben Bauten, die der Architekt für seine Heimat Tirol errichtete und plante, auch Entwürfe zu seinen berühmten idealtypischen Häusern und heute weltweit bekannten Gebäuden wie dem Österreichischen Kulturforum in New York. Das Thema der Stiege als archetypisches Element in Abrahams Architektur zieht sich dabei als roter Faden durch die Ausstellung, gleichzeitig wird der Kreis zwischen den modellhaften Entwürfen aus den 1970er-Jahren bis zu dem erst posthum fertiggestellten „Haus für Musiker“ - dem sogenannten Abraham Haus - geschlossen.
Markus Oberndorfers fotografische Intervention zum Werk Raimund Abrahams leitet als zusätzlicher Erzählstrang durch die Ausstellung und spannt den künstlerischen Bogen von den vielfach Papier gebliebenen Projekten des Lienzer Architekten in das Hier und Jetzt der Gegenwart.
Im Rahmen der Ausstellung findet die österreichische Erstaufführung des sechsstündigen Films „Scenes from the Life of Raimund Abraham“ statt, der vom New Yorker Avantgarde-Filmer Jonas Mekas gedreht wurde. Mehr Infos...

Bei freiem Eintritt präsentiert der vierte Architektur.Film.Sommer im Rahmen des Filmfestivals frame[o]ut an sechs Abenden im August ein hochkarätiges Programm von Kurz-, Essay- und Dokumentarfilmen im Hof des Architekturzentrum Wien im MuseumsQuartier Wien.
Das diesjährige Thema „Resisting Architecture“ wird aus zwei unterschiedlichen Perspektiven beleuchtet: Einerseits geht es um den Widerspruch gegen geplante Bauvorhaben und das Aufbegehren gegen gebaute Strukturen und Grenzen, andererseits auch um das Widerständige, das dem selbstbestimmten Bauen innewohnt. Der Architektur.Film.Sommer zeigt, dass Eigeninitiative und Selbstorganisation das Potential haben, neue Formen der Architektur, aber auch des sozialen Gefüges innerhalb dieser Architekturen hervorzubringen.
Unter freiem Himmel sind BesucherInnen und PassantInnen eingeladen zu verweilen, das Programm zu genießen und mit den anwesenden FilmemacherInnen zu diskutieren.

VORTRAG: ROSALINDE KLEEMAIER-WETL BAUKULTURELLES ERBE VERSUS KLIMASCHUTZ UND MODERNITÄT

Die österreichisch-ungarische Grenzregion um den Neusiedler See zählt seit 2001 zum UNESCO-Weltkulturerbe. Die traditionellen Straßen- und Angerdörfer sind ein wesentlicher Bestandteil des regionalen Kulturerbes und tragen somit erheblich zum außergewöhnlichen universellen Wert der Region Fertö - Neusiedler See bei.
Dieses kulturelle Erbe ist jedoch durch den permanenten Wandel bedroht. Der Wunsch nach Komfort und Modernität sowie Maßnahmen zum Klimaschutz stellen eine zunehmende Gefährdung der Baukultur dar. Immer öfter steht die Verbesserung der Energieeffizienz im Widerspruch zur Erhaltung des kulturellen Erbes. Der Vortrag spannt ebenso wie das Buch einen Bogen von der historischen Entwicklung über die wesentlichen Merkmale der traditionellen Siedlungs- und Baustrukturen, deren regionale Vielfalt bis hin zu den Veränderungen des 20. Jahrhunderts, den aktuellen Bestand an historischen Bauten sowie deren Schutz und Gefährdung. Der Problematik der thermischen Sanierung wird dabei eigens Raum gegeben.
